The UN Climate Conference COP30 was held in 2025 in Belém, Brazil, bringing together government representatives, international organizations, and civil society actors from around the world. The conference focused on key issues of global climate policy, including the Global Goal on Adaptation (GGA), climate finance, loss and damage, and a just transition toward climate-resilient development.

The Hanns Seidel Foundation has supported the project “Youth Engagement: Environment and Law”, implemented by the Environmental Education Center of the National University of Mongolia (NUM), since 2022. In 2025, the project was successfully implemented and completed for the fourth consecutive year. The project aims to equip young people with fundamental knowledge of environmental issues and legal frameworks, fostering responsible and environmentally conscious citizens.

The conference The Future of the Digital Information Environment and Democracy – Building Capacities Against Information Manipulation and for a Resilient Society took place from November 17–20, 2025, in Athens, Greece. Its goal was to explore how democratic systems can strengthen their resilience against the growing challenges of digital disinformation—an issue that is becoming increasingly urgent in light of technological disruption and global geopolitical tensions.

Within the framework of the 2025 Action Plan of the Sub-Council for the Prevention of Environmental Crimes, a wide-ranging initiative was successfully carried out to activate and institutionalize the Eco Club activities in general education schools across Ulaanbaatar. This initiative was implemented with the financial support and cooperation of the Hanns Seidel Foundation Mongolia, and a recommendation plan was shared with the district police departments to ensure the organization and implementation of trainings and related activities.

The National Consultation Conference of the Protected Area Administrations of Mongolia was successfully held in Ulaanbaatar from 3–5 December 2025. The event took place at the Shangri-La Imax Theater and the Blue Sky Hotel, where more than 100 representatives of the sector gathered to exchange views on policy, financing, management, and the legal environment for rangers and conservation staff.

On 29 and 30 November 2025, a two-day intensive training on “Negotiation Competencies and Modern Approaches to Conflict Resolution” was successfully conducted. Participants expanded their knowledge and practical abilities through an internationally oriented, simulation-based training program. The program focused on understanding conflict dynamics, analyzing diverse stakeholder interests, developing negotiation strategies, and applying these skills in realistic simulation settings.

The Hanns Seidel Foundation (HSS) Mongolia, with financing from the Federal Foreign Office of the Federal Republic of Germany, has launched a new project aimed at strengthening Mongolia’s law-making processes and improving the professionalism of parliamentary procedures. The initiative is implemented with the support of key institutions engaged in the country’s ongoing second major legal reform, including the Ministry of Justice and Domestic Affairs, Secretariat of the Parliament, and the Centre for German and European Law (ZDER) of the School of Law NUM.

The Hanns Seidel Foundation in Mongolia held a meeting with the Representatives of the Penitentiary Department of the General Executive Agency of Court Decision, including T. Galbadrah, Head of the Department of Training, Social and Psychological Services of the Penitentiary Department, and Senior Specialist S. Lkhagvajav.

First fellow of the new Bavaria–Mongolia Scholarship Program Munich / Ulaanbaatar, November 2025 – As the first research fellow of the Bavarian State Chancellery–funded Scholarship Program for Research Stays in the Legal and Environmental Fields with Mongolia, Ms Odontuya Norov, Programme Lead at the International Development Law Organization (IDLO), has completed a two-month study visit to Bavaria focusing on evidence-based juvenile justice. Her research was hosted and supervised by Dr Laurent Lafleur, Judge and Head of the Press Office at Munich I District Court.

On 27 November 2025, the National Forensic Agency of Mongolia hosted the official launch of the new publication titled “Identification of Major Tree and Shrub Species of Mongolia and Their Ecological–Economic Assessment.”
