Working visit
With the Justice Assistance Authority in the Bayan-Ulgii and Uvs Provinces

They met with the governor of the Uvs Aimag (province) Mr. Ch.Chimid and the governor of the Bayan-Ulgii Aimag Mr. D.Bauyrjan as well as with the president of the courts of first instance, representatives of the public prosecutor's office, the police and the prison authorities on site and exchanged views on the following topics:

• Opportunities to improve the working conditions and expertise of public defenders and to improve cooperation between local judicial authorities

• Statistics of environmental offences, the most frequently occurring offences in this area, their prevention and combating on the ground, the need for professionalization of competent officials, problems arising in connection with the overlap, collision and gaps in environmental legislation and other issues

There is a great need for such meetings with the authorities to improve cooperation between local judicial authorities, which was the primary aim of this regional mission. The following suggestions were expressed by the judicial authorities:

• Increasing the number of public defenders, selecting and appointing competent lawyers and improving their legal status to ensure that they work professionally

• Intensifying educational work for the public to increase their legal awareness

• Increasing the environmental law knowledge of environmental police officers, public prosecutors, lawyers and judges, regular training measures on this topic

• Renewal of forms of training to increase skills, empowerment of multipliers

• Increasing technical support for combating environmental crime

• Attention to the elimination of overlaps, conflicts and gaps in the country's environmental legislation

• Professionalization of certain judges and public prosecutors in the field of environmental law

• Expertise from Germany is in demand in the context of this topic area

HSS agreed to support the solution of the above-mentioned suggestions.
