Scientific Conference Held
On 11 December 2025, a scientific conference entitled “Strengthening Legislative Processes and the Rule of Law in Mongolia” was held. The event brought together representatives from politics, the judiciary, academia, and civil society to discuss current challenges and reform approaches within Mongolia’s legal system.
The conference opened with welcoming remarks by D. Tsogtbaatar, Chair of the Standing Committee on Legal Affairs; B. Enkhbayar, Minister of Justice and Internal Affairs; and Felix Glenk, Representative of the Hanns Seidel Foundation in Mongolia.
The event was moderated by Dr. T. Zolboo, Director of the German and European Law Centre and Associate Professor at the National University of Mongolia.
This was followed by a series of academic presentations delivered by distinguished experts:
- Academician S. Narangerel, Emeritus Professor at the National University of Mongolia, presented approaches to improving the national legal system.
- Ya. Javkhlan, Director of the Legal Policy Department at the Ministry of Justice, outlined strategies for advancing legislative development and implementation.
- R. Ononchimeg, Member of the General Council of Courts, analyzed existing legal gaps and potential solutions.
- Dr. D. Erdenechimeg, Director of the Judicial Academy, discussed challenges faced by the Supreme Court in issuing opinions on draft legislation.
- M. Munkhbat, President of the Association of Lawyers, addressed the role of legal professionals in drafting and implementing legislation.
- E. Dashzegve, Head of the Research Department at the Parliamentary Research and Training Institute, highlighted challenges and possible solutions in assessing law enforcement.
- Dr. B. Batbayar, Associate Professor and Senior Researcher at the German and European Law Centre, analyzed the purpose and significance of Government Resolution No. 59 (2016).
- I. Munkhbayar, Representative of the National Human Rights Commission, presented the role of national human rights institutions in the legislative process.
- D. Erdenechimeg, Governance Manager at the Open Society Forum, outlined methods to ensure transparency and public participation in the drafting of legislation.
The conference was characterized by a high level of scholarly discussion and made a meaningful contribution to strengthening legislative processes and the rule of law in Mongolia.
