Trust in the Judiciary and the Responsibility of Judges

The Supreme Judicial Council and the HSS jointly organized a discussion event on the above-mentioned topic on 4 November 2020 in the main conference room of the Holiday Inn Hotel.

The event was attended by representatives of the judges of all courts in the capital, academics, researchers, members of the Supreme Judicial Council and a number of judicial officials.

During the discussion, Mr. N.Ganbaatar - Head of Department of the Judicial Ethics Committee at the Supreme Judicial Council - gave the lecture 'Current situation of handling complaints regarding judicial ethics', Mr. T.Munkh-Erdene - Lecturer of the Law Institute of the Mongolian State University and member of the Judicial Ethics Committee - gave the lecture 'Legal situation of the Judicial Ethics Committee' and Mr. L.Galbaatar - member of the Judicial Ethics Committee - gave the lecture 'Application of international standards regarding judicial ethics'.

Participants asked the speakers questions on the following points:

1. maintaining the independence of the Judicial Ethics Committee from political institutions, selection and appointment of its members;

2. separation of the tasks of investigation and decision-making in judicial ethics proceedings, establishment of an investigation committee with permanent staff and a decision-making committee with 11-15 honorary members;

3. binding force of the decision of the Judicial Ethics Committee.

Judges commented on the points of criticism of the drafts of the corresponding amendment to the law.
