Systematization and Application of Administrative Law
The conference was supported by the Hanns Seidel Foundation.
The session was opened by Judge D. Monkhtuya, Chairwoman of the Administrative Chamber of the Supreme Court. Greetings were also received from the Constitutional Court of Mongolia and Prof. Dr. Ts. Sarantuya from the National University of Mongolia and Dr. Dr. h.c. Jürgen Harbich, former director of the Bavarian School of Administration and honorary doctor of the Faculty of Law of the National University of Mongolia.
Speakers from countries with highly developed legal systems such as Germany, Canada, Turkey, Singapore, Japan and the Republic of Korea took part in the international scientific conference.
One of the lectures was delivered by Prof. Dr. Rainer Grote, a scientific advisor at the Max Planck Institute for Comparative Public Law and International Law, through a representative.
Furthermore, qualified judges, researchers and lecturers from Mongolia gave lectures during the conference.
The following four main topics were presented and discussed at the international scientific conference. These include:
- In the area of theoretical issues, the theory of the systematization of administrative law, the current situation, various approaches and international experiences were discussed.
- In the area of legislative power, the role of the legislator in the codification of administrative law was dealt with.
- In the context of executive power, the systematization of administrative law and legislation in the process of carrying out administrative activities and the associated problems were discussed.
- In the area of the judiciary, the systematic application of administrative law provisions in administrative proceedings was discussed.
This international conference was characterized by the discussion and exchange of experiences between local and foreign scientists.
