THE SYMPOSIUM TOOK PLACE
The symposium was opened by Dr. Ts. Davharbayar, Chair of the Judicial Disciplinary Committee, Doctor of Law, and Associate Professor, along with P. Odgerel, President of the Mongolian Bar Association. The President of Mongolia, Ukhnaa Khurelsukh, conveyed a message to the participants, which was delivered by Byambajargal, Secretary of the National Security Council.
The aim of the symposium was to develop a shared understanding of the ethical standards expected of legal professionals, who serve as protectors of human rights, freedom, and the values of a democratic society, regardless of their professional role or position. In this context, current challenges and pressing questions related to ethics were discussed, particularly regarding the work of judges, prosecutors, lawyers, and notaries. Reform opportunities were explored to further strengthen ethical standards in legal practice.
Many interesting presentations were made during the symposium. Notably, Prof. Eric Hilgendorf, Chair of Criminal Law, Criminal Procedure Law, Legal Theory, and Information Law at the University of Würzburg, Germany, delivered a lecture on "Ethical Responsibility of Legal Professionals in Germany."
The second discussion focused on the ethics of judges and prosecutors. According to the participants, the phrase "Professional Responsibility of Legal Professionals" encompasses a multitude of values, including ethics, responsibility, humanity, honor, public behavior, psychological stability, and awareness of the happiness and suffering not only of clients but also within the broader context of the legal profession. It was emphasized that a shared understanding of ethical violations in the legal field is necessary, including their components, types, and forms. Additionally, the importance of imparting knowledge, preventing ethical violations, promoting adherence to professional standards, and training in ethical practices for legal professionals was highlighted.
