Strengthening Cooperation between Government and Civil Society in Environmental Protection

On March 30, 2026, a discussion meeting on the topic “Strengthening cooperation between environmental civil society organizations and government institutions, ensuring the implementation of laws, and improving the legal framework” was successfully held in Murun soum, Khuvsgul aimag.

The event was jointly organized by the Mongolian Environmental Civil Council (MECC) and its Khuvsgul branch council, with the support of the Hanns Seidel Foundation. Representatives from the Governor’s Office of Khuvsgul aimag, the Department of Environment and Climate Change, the Environmental Police, the Governor’s Office of Murun soum, and other relevant institutions participated in the meeting.

The main objective of the meeting was to improve mutual understanding and cooperation between civil society organizations and government institutions working in the field of environmental protection within a legal framework, and to establish a model for sustainable collaboration.

 During the opening session, representatives of the Khuvsgul aimag administration, the Mongolian Environmental Civil Council, and the Hanns Seidel Foundation in Mongolia delivered opening remarks, highlighting the importance of cooperation.

Within the framework of the discussion, participants presented policies, activities, local experiences, and approaches to enhance public participation in environmental protection.

The following topics were addressed:

  • Activities and achievements of the Mongolian Environmental Civil Council
  • Natural resource management and wildlife management in Khuvsgul aimag
  • Experiences and results of local branch councils
  • Best practices and examples of citizen participation in environmental protection
  • Current environmental challenges and future priorities in the region
  • The role of community groups and civil society organizations
  • Practical initiatives such as waste management, pasture capacity, and data systems 

Participants also engaged in an open discussion on potential future joint activities and exchanged ideas on expanding cooperation between government and civil society organizations in environmental protection.

Memorandum of Understanding

At the end of the meeting, the parties signed a Memorandum of Understanding and approved a joint action plan, marking an important step towards strengthening practical cooperation.

This discussion meeting made a significant contribution to enhancing multi-stakeholder engagement in environmental protection, improving the implementation of environmental laws, and establishing an effective framework for cooperation at the local level.
