Study trip
Strengthening Cooperation between Judiciary, Media, and Civil Society
The first stop of the study trip was the Bavarian State Ministry of Justice
The study trip took place from March 15 to 22, 2025, in the Free State of Bavaria, Germany, and Brussels, Belgium. Participants included representatives from the Supreme Judicial Council, the Judicial Academy of the Supreme Court, the Judicial Disciplinary Committee, the Mongolian Media Council, the NGO Oyuny Innovatsi, the news portal Gogo.mn, HSS, and IDLO.
Dr. Laurent Lafleur, Head of the Press Department at the Munich District Court I, and his colleagues provided the visiting group with comprehensive information on the principles and practices of judicial public relations in Bavaria
During the trip, the delegation visited the following institutions in Bavaria:

Visit to the Belgian Ministry of Justice
In Brussels, the delegation visited:

Ministry of Justice of Belgium.
Exchange with Mr. Sergio Carrera – Senior Research Fellow and Head of the Justice and Home Affairs Research Unit
During these visits, in-depth discussions took place on transparency and public relations in the judiciary, effective collaboration between the judiciary, media, and civil society, and strengthening cooperation.
Visit to the Bavarian State Ministry of Justice
The primary goal of the study trip was to develop structures for collaboration between the Mongolian judiciary and media organizations, thereby strengthening public trust in the judiciary. This is to be achieved primarily by ensuring that courts communicate their information and decisions in clear, citizen-friendly language while upholding fundamental human rights.
Another key objective was to draft guidelines for judicial public relations and to initiate and deepen collaboration with EU countries in this field.
As part of the delegation trip, a networking event was organized in cooperation with the Mongolian Embassy in Brussels. During this event, delegation members informed guests about the IDLO project, the outcomes of the trip, and the expected further developments.
