Legislative Drafting Training in Mongolia
The event was part of the HSF project “Parliamentary Work in Mongolia – Strengthening Competencies in Parliamentary Work and Democratic Procedures,” funded by the German Federal Foreign Office.
The training aimed to strengthen the professional and methodological skills of Mongolian lawyers in drafting and assessing draft laws and in analyzing existing legislation.
It focused on six topics:
- Ex-post evaluation of the impact of existing laws;
- Calculating the costs of implementing laws;
- Assessing the expected impact of draft laws;
- Early identification and analysis of the need for legislation;
- Methodology for drafting laws;
- Preparing concept papers for draft laws and the related presentations.
The training was delivered by Dr. T. Zolboo, Director of the Center for German and European Law, and by the Center’s researchers Dr. B. Baasandorj, Dr. D. Bayar and Dr. B. Batbayar. Further sessions were led by M. Munkhbat, President of the Mongolian Bar Association, and G. Oyunbold, a trainer of the Association.
Besides the methodological foundations, the event gave participants the chance to discuss practical issues and share their professional experience.
52 lawyers took part in the training and received certificates of participation.
High-quality legislation requires a careful analysis of the need for regulation, early consideration of the possible impact of new rules, and a systematic review of how laws work in practice.
