Training of Law drafters

The Mongolian Bar Association, the Hanns Seidel Foundation, and the Centre for German and European of the National University of Mongolia jointly organized a certification training entitled “Legislative Drafting” on May 7–8, 2026.

uring the opening ceremony of the training, the President of the Mongolian Bar Association, M. Munkhbat, emphasized in his speech: “The demand for professional training for legislative drafters increases year by year, which demonstrates the high quality, effectiveness, and impact of this training. The program provides participants with the opportunity to acquire a scientific, logically grounded, professional, and ethically responsible and sensitive approach to legislative drafting.”

The following main topics were covered during the training:

  • Methodology for conducting a preliminary assessment of legislative needs – M. Munkhbat, President of the Mongolian Bar Association
  • Methodology for evaluating the effectiveness of draft legislation – D. Bayar, Lecturer at the Department of Public Law of the School of Law, National University of Mongolia, and Senior Researcher at the German and European Law Center
  • Methodology for drafting legislative bills – B. Batbayar, Associate Professor at the Department of Public Law of the School of Law, National University of Mongolia, and Senior Researcher at the German and European Law Center
  • Methodology for estimating costs related to the implementation of legislation – B. Baasandorj, Lecturer at the Department of Public Law of the School of Law, National University of Mongolia, and Senior Researcher at the German and European Law Center
  • Methodology for assessing the impact of legislative implementation – T. Zolboo, Director of the German and European Law Center of the National University of Mongolia, Doctor of Law, Associate Professor
  • Concept and introduction of legislative bills – G. Oyunbold, Trainer of Trainers at the Mongolian Bar Association

The training held on May 7–8 concluded with a summary of the topics covered, responses to participants’ questions, and an open discussion session. Certificates were subsequently awarded to the participants.
