Training Conducted

On September 26 and 27, 2026, a two-day in-person training on "Methodology for Drafting Legislation and Conducting Accompanying Research" was held. The training was conducted on the initiative of the Center for German and European Law at the National University of Mongolia, with financial support from the Federal Foreign Office of the Federal Republic of Germany and support from the Hanns Seidel Foundation.

The two-day event focused on key methodological issues concerning legislation, as well as associated research, impact assessments, and cost calculations.

The first day of the training specifically covered the methodology for ex-post evaluation of the impacts of legal regulations, the methodology for calculating costs associated with the implementation of legislation, and the methodology for regulatory impact assessment.

The training on these topics was conducted by Dr. iur. Zolboo T., Associate Professor and Director of the Center for German and European Law at the National University of Mongolia; Mr. Baasandorj B., Lecturer at the Department of Public Law, Faculty of Law, National University of Mongolia, and Senior Researcher at the Center for German and European Law; and Mr. Bayar D., Lecturer at the Department of Public Law, Faculty of Law, National University of Mongolia, and Senior Researcher at the Center for German and European Law. The speakers imparted methodological knowledge and shared their professional experience on practice-oriented issues.

The second day focused on the methodology for preliminary assessment of regulatory needs and the methodology for drafting legislation.

These topics were delivered by Mr. Munkhbat M., President of the Mongolian Bar Association, and Mr. Batbayar B., Associate Professor at the Department of Public Law, Faculty of Law, National University of Mongolia, and Scientific Secretary of the Center for German and European Law.

The two-day training was distinguished by its systematic coverage of the methodological foundations across interconnected phases of the legislative process—from identifying regulatory needs and drafting legislation to regulatory impact assessment, calculating implementation costs, and conducting ex-post evaluations of legal impacts.

The objective of the training was to strengthen professional and methodological competencies for evidence-based legislation backed by thorough research, cost calculations, and evaluations, as well as to promote the practical application of these methodologies in the legislative process.
