Roundtable Meeting Held to Discuss the Implementation of Policies Concerning Children with Restricted Rights
During the meeting, participants exchanged views on issues related to the rights of children serving sentences, comprehensive processes for addressing these issues, and how relevant institutions could work together in a coordinated manner. In addition, participants expressed their views on the implementation of policies concerning children with restricted rights.
Kh. Erdem-Undrakh, Member of the General Judicial Council, emphasized that “labeling a person who has undergone educational and corrective measures as a ‘convict’ leaves a lasting stigma on that person’s future life.”
B. Amarjargal, Executive Director of CNCF, also noted that “there are cases in which a child who was detained in the summer is released from an educational and corrective institution after parole in the cold of winter while still wearing summer clothes. There is a need for a fully planned and coordinated process—from notifying the family to ensuring that the child can return home.”
In addition, CNCF presented some results of its research and briefly introduced the findings of studies aimed at training adolescents with restricted rights in life skills and supporting their reintegration into society. The organization has been implementing this program for many years at the Educational and Corrective Special Institution under the General Executive Agency of Court Decisions.
Participants noted that there are many issues in the juvenile justice system and the educational and corrective system that require improvement, and agreed to institutionalize regular meetings on this topic in the future.
