New Bavaria–Mongolia Scholarship Program Launched

Supporting young professionals in law and environmental fields

The Hanns Seidel Foundation Mongolia and the Bavarian State Chancellery have launched a new Scholarship Program for Research Stays in the Legal and Environmental Fields with Mongolia. The initiative supports Mongolian students, researchers, and young professionals through research placements in Bavaria, German language training (A1–B2), and joint academic activities with the Centre for German and European Law (ZDER) at the National University of Mongolia.

The program strengthens Mongolia’s ongoing legal reforms and environmental governance efforts by connecting local experts with Bavarian institutions and best practices. The first research fellows will begin their stays in autumn 2025, with findings to be shared in Mongolia through seminars and publications.

 

 

Strengthening Legal and Environmental Cooperation between Bavaria and Mongolia

Launch of the Bavarian State Chancellery–funded Scholarship and Research Exchange Program

Ulaanbaatar / Munich, November 2025 – The Hanns Seidel Foundation (HSF) Mongolia, in partnership with the Bavarian State Chancellery, has launched a new Scholarship Program for Research Stays in the Legal and Environmental Fields with Mongolia. The initiative promotes academic and professional exchange between Bavaria and Mongolia, enabling young Mongolian researchers, practitioners, and civil servants to gain insight into Bavarian and German expertise in law, governance, and environmental protection.

A Program Connecting Legal and Environmental Expertise

The two-year program supports up to 15 Mongolian experts and researchers from the legal and environmental sectors in undertaking short-term research stays in Bavaria. These fellows will work with German host institutions such as universities, courts, ministries, and research centers to explore innovative legal solutions and environmental governance models.

In addition, the program includes:

  • German language courses (A1–B2) for students and young professionals preparing for research stays in Germany;
  • Joint legal and environmental seminars in cooperation with Mongolian partner institutions; and
  • Publication support for academic articles and research outcomes through the Zentrum für deutsches und europäisches Recht (ZDER) at the National University of Mongolia.

The ZDER also launched its new academic magazine Континентал эрх зүй (Continental Law), highlighting the growing exchange between Mongolian and German legal scholars. The first issue, released in September 2025, features articles on comparative law, administrative justice, and ongoing HSF-supported cooperation projects.

Supporting Mongolia’s Legal Reform and Environmental Agenda

The scholarship program aligns with Mongolia’s current reform priorities, as well as efforts to strengthen environmental governance and sustainable resource management.

By linking academic research with practical institutional cooperation, the initiative contributes to building a generation of Mongolian professionals trained in both legal precision and environmental responsibility.

“This program builds a bridge between Bavarian and Mongolian expertise,” said Felix Jonathan Glenk, Resident Representative of HSF Mongolia. “It combines academic research, practical training, and language preparation — strengthening professional and personal ties between our two countries.”

Expanding the Network

The first research fellows will begin their stays in autumn 2025. Their findings will later be presented in Mongolia to inform national policy discussions and academic teaching.

Meanwhile, the German language program for law and environmental students started this autumn at the National University of Mongolia’s Law Faculty, offering a structured pathway for participants to prepare for future study visits in Germany.

Background

The Scholarship Program for Research Stays in the Legal and Environmental Fields with Mongolia is funded by the Bavarian State Chancellery and implemented by the Hanns Seidel Foundation Mongolia in cooperation with the Centre for German and European Law (ZDER) at the National University of Mongolia. The program fosters bilateral research, academic exchange, and mutual learning between Mongolia and Bavaria in the spirit of sustainable development and rule-of-law cooperation.
