The new AA-Funded Project Launched: Strengthening Parliamentary Work and the Rule of Law in Mongolia

The Hanns Seidel Foundation (HSS) Mongolia, with financing from the Federal Foreign Office of the Federal Republic of Germany, has launched a new project aimed at strengthening Mongolia’s law-making processes and improving the professionalism of parliamentary procedures. The initiative is implemented with the support of key institutions engaged in the country’s ongoing second major legal reform, including the Ministry of Justice and Domestic Affairs, Secretariat of the Parliament, and the Centre for German and European Law (ZDER) of the School of Law NUM.

Running from November 2025 to December 2026, the project seeks to enhance the rule of law in Mongolia by transferring proven good practices from Bavaria and Germany. Its thematic priorities include legislative drafting, regulatory impact assessment, implementation, and evaluation — all aimed at sustainably improving the quality of new legal norms.

To mark the project’s launch, a study and exchange mission took place from 23–28 November 2025 to Würzburg, Munich and Speyer. The delegation visited the University of Würzburg, the Würzburg Regional Court, the Bavarian State Parliament, the headquarters of the Hanns Seidel Foundation, and the German Research Institute for Public Administration. Through these visits, participants gained broad insights into the principles of the rule of law, administrative modernization, and the cooperation between scientific institutions, parliament and government.

Going forward, the project will support a wide range of activities, including:

  • Development of a 7-module legislative training curriculum;
  • Organization of a national forum;
  • Publication of three academic or professional studies;
  • Delivery of approximately 28 trainings for around 800 participants in 2026;
  • Preparation of a practical handbook on legislative evaluation and implementation;
  • Continuous invitation and participation of German academic and practitioner experts.

The study visit and subsequent project activities will strengthen professional cooperation between Mongolia’s parliament, ministries and academic institutions, contributing to the sustainable entrenchment of modern legislative standards and supporting the further development of democratic governance in the country.

Close collaboration with Bavarian institutions will provide valuable insights, strengthen professional capacities, and deepen the longstanding partnership between Germany and Mongolia.
