Local Authorities Discuss Disability Rights

At the initiative of Member of the State Great Khural (Parliament), O. Saranchuluun, and with the support of the Hanns Seidel Foundation, a national consultation on the topic "The Role of Local Governments in Implementing the Rights of Persons with Disabilities" was held in the “Great Chinggis Khaan” Hall of the Government Palace.

The event was organized in collaboration with the Ministry of Labor and Social Protection, the General Authority for the Development of Persons with Disabilities, the NGO “Tegsh Niigem,” and the Italian NGO AIFO.

The Vice President of the State Great Khural, Kh. Bulgantuya, opened the consultation with the following remarks: “Protecting and ensuring the rights of persons with disabilities is a priority of the state. The fact that persons with disabilities are now represented in Parliament for the first time marks an important step toward true equality.”

Representatives of national and local government bodies, as well as international organizations, participated in the consultation, enabling a comprehensive and multi-perspective discussion of the topic.

Professor Dr. Felix Welti from the University of Kassel (Germany) gave a lecture on “The Role of State Institutions in Implementing the Rights of Persons with Disabilities: Experiences and Outcomes from Germany.”

Felix Glenk, the representative of the Hanns Seidel Foundation in Mongolia, also spoke on the topic “Inclusive Concept, Federal System, and Human Rights: Experiences from Germany and the Role of Local Government.”

These presentations provided comparative insights into German best practices for protecting the rights of persons with disabilities.

In total, 17 presentations were delivered at the conference. Following the lectures, participants engaged in a Q&A session and exchanged views. Topics covered in the presentations included:
