Law Enforcement: Current Theoretical and Practical Issues

On 29-30 September 2016, the above-mentioned international academic conference took place, organized by the Standing Committee for Justice of the Great State Council, the Ministry of Justice and Home Affairs and the Law Enforcement University (formerly the Police Academy) in cooperation with the Hanns Seidel Foundation.

During the two-day event, representatives of academia, politics and law enforcement agencies from five countries (Mongolia, the Russian Federation, Belarus, the People's Republic of China and the Federal Republic of Germany) discussed current theoretical and practical problems facing law enforcement agencies today.

At the invitation of the Hanns-Seidel-Foundation, Dr. jur. P. Kasiske, LMU Munich, took part in the conference with his contribution: 'Equality before the Criminal Law - The role of proper legal education'. In his presentation, Dr. Kasiske emphasized the importance of uniform legal education.

"Equality before the law means not only that the same laws apply to all citizens, but also that these laws are applied in the same way everywhere. This equality in the application of the law assumes that all lawyers apply the same methods when interpreting the law. For this reason, legal training plays an important role in ensuring equality before the law in a constitutional state. Only if all lawyers are taught the same methods of interpretation and legal thinking during their studies can the uniform application of the law be ensured. To achieve this, it is essential that legal training focuses on the application of the law to specific cases,” says Dr. Kasiske.
