Effective Implementation of Parliamentary Oversight.
In his opening remarks, Speaker of the State Great Khural, D. Amarbaysgalan, highlighted the newly formed parliament with 126 members representing five political parties and diverse social groups. He emphasized that the new parliament is implementing the "Three Perfections" policy aimed at creating human-centered legislation that meets the demands of rapid societal development, ensuring laws are comprehensive, clear, and precise.
Mr. Felix Glenk, the Resident Representative of the Hanns Seidel Foundation in Mongolia, noted the shared values of democracy between the peoples of Mongolia and Germany. He stressed that parliamentary oversight reflects the will of the people, as the parliament represents the public. He called for strengthening parliamentary oversight systems through mutual collaboration to further consolidate democracy in both countries.
The conference continued with discussions on “Parliamentary Oversight Systems” and “Strengthening Parliamentary Oversight Systems: Future Trends.” The session on "Parliamentary Oversight Systems" included two panel discussions. The first panel featured keynote presentations by Deputy Speaker of the State Great Khural, H. Bulgantuya, and Deputy Secretary-General of the State Great Khural, U. Amarbat.
The subsequent discussion on parliamentary oversight systems was led by Member of Parliament and Chair of the Standing Committee on Legal Affairs, D. Tsogtbaatar.
During the final panel, participants discussed global trends and practices in parliamentary oversight. Key presentations were delivered by Honorary Professor of NUM, Dr. Jan Zikov, and Frederike Witte, former State Secretary of the German Ministry of Environment and attorney, who used examples from the Bundestag to explore possibilities and solutions for enhancing public and parliamentary oversight.
Following the keynote presentations, engaging discussions took place, with participants posing questions and receiving insightful answers. The event concluded successfully, offering valuable insights and practical outcomes.
