INTERNATIONAL ACADEMIC CONFERENCE HELD ON “GENERAL FRAMEWORK OF CIVIL SERVANT COMPETENCIES: LEGAL KNOWLEDGE AND ITS APPLICATION”

On May 13, 2026, the international academic conference titled “General Framework of Civil Servant Competencies: Legal Knowledge and Its Application” was successfully held in a hybrid format (in-person and online).

The conference was jointly organized by the National Academy of Governance, the Hanns Seidel Foundation, the Civil Service Council, and the Administrative Court of First Instance in the Capital City. Around 50 participants attended, including senior government officials, civil servants, researchers, legal professionals, judges, doctoral candidates, and master’s students.

The conference featured presentations on the legal education and institutional experiences of civil servants in the Republic of Korea and Japan, as well as discussions on the application of law in practice, judicial practice in Mongolia, labor relations, and issues of accountability in public administration.

Participants also exchanged views on improving the capacity of civil servants to effectively apply legal knowledge in practice, and on enhancing the quality, accountability, and transparency of public services through international experience sharing.
