Fundamental Problems of Constitutional and Administrative Law
On the first day of the conference, constitutional issues were discussed, in particular the separation of powers in different countries and in Mongolia, the financing of political parties, the human rights-compliant economy, the protection of the fundamental values of the constitution, the constitutional alternatives to the dissolution of parliament and the current problems of constitutional court control. Representatives of the parliamentary working group for the preparation of the draft amendment and supplement to the Constitution of Mongolia provided the participants with information on the concept of the constitutional amendment.
On the second day, topics of administrative law were dealt with, including the interpretation of administrative laws and norms, the systematization and classification of administrative law, the types of administrative complaints, the general and special requirements of complaints, the state policy regarding administrative court regulations and training measures, administrative law protection and standards of judicial review, the General Administrative Law and legal responsibility, the duties of the authority to determine the truth in administrative proceedings and their implementation.
The conference, organized by the Law Institute of the Mongolian State University, the Mongolian Bar Association, the Chimid Foundation, Nagoya University, the National Law Institute and the Hanns-Seidel-Foundation, was attended by renowned scientists and parliamentarians of the country as well as academic representatives of Nagoya University.
