Farewell Lecture by Dr. Dr.h.c. Jürgen Harbich

Since 1995, he has been working as a short-term expert in Mongolia at the invitation of the HSS and provided expert advice during the drafting of the country's Administrative Court Regulations and General Administrative Law. By participating in numerous academic conferences on current topics of administrative law and giving lectures, he made a major contribution to the development of legal science and legal practice in Mongolia. He has enriched the practical and theoretical knowledge of participants through numerous training courses for judges and other lawyers.

In 2014, the Supreme Court of Mongolia awarded Dr. Harbich its highest distinction, the 'Medal of Honour of the Supreme Court', for his special services to the development of administrative law in Mongolia and to the further training of lawyers; in 2017, by decision of the President of Mongolia, he was awarded the Friendship Medal of Mongolia; this year, the Ministry of Justice and Internal Affairs of Mongolia awarded him the 'Outstanding Judicial Officer' award and the Constitutional Court of Mongolia awarded him the 'Medal of Honour of the Constitutional Court'.
Dr. Harbich's farewell lecture was attended by numerous renowned personalities.
In connection with his twenty-fifth and last assignment in Mongolia as a short-term expert of the HSS, he gave a farewell lecture for Mongolian lawyers on May 18, 2018. Through the public lecture, organized by the HSS in cooperation with the National Institute of Law, he called on Mongolian lawyers to work for justice and democracy in Mongolian society.
The farewell lecture was attended by renowned personalities from the legal field in Mongolia, including representatives of the Constitutional Court, the Ministry of Justice and Internal Affairs, the Supreme Court, the Supreme Judicial Council, the National Institute of Law, the administrative courts of all instances and the Institute of Law of the Mongolian State University.

Dr. Harbich then led educational events for the civil servants and judges of the Selenge Aimag and, together with Mr. Christoph Göbel, District Administrator of Munich, seminars for the judges of the Administrative Court of Second Instance and judges and assistant judges of the Administrative Court of First Instance in the capital. Furthermore, opinions were exchanged with the AllgVG monitoring team regarding the application of the above-mentioned law.
