Global Perspectives on AI, Digitalization and Legal Challenges

On January 28, a scientific conference on ‘Digitalization Law and Its Development Approaches’ was held, organized by the Center for German and European Law (ZDER) at the Faculty of Law of the Mongolian National University of Law, in cooperation with the Supreme Judicial Council and the Supreme Court of Mongolia.

The event was organized in collaboration with the University of Würzburg and the Hanns Seidel Foundation in Mongolia.

During the conference, scholars and researchers from the Faculty of Law of the National University of Mongolia, the University of Würzburg, the University of Kikwit (Democratic Republic of the Congo), and Peking University (China) delivered lectures. The discussions focused on the impact of artificial intelligence and digitalization on the legal field, as well as the associated challenges and experiences. Legal professionals and representatives from government agencies, including the Supreme Court, the Supreme Judicial Council, and the Ministry of Electronic Development, Innovation, and Communication, also participated in the event.

More than 200 participants from 28 different organizations, including state institutions, law faculties, and the Mongolian Bar Association, attended both in person and online.

In addition to a variety of engaging presentations, the following experts from Germany, invited by the Hanns Seidel Foundation and ZDER, delivered keynote lectures and participated in lively discussions:

  • Prof. Dr. Eric Hilgendorf, Chair of Criminal Law, Criminal Procedure Law, Legal Theory, Information Law, and Legal Informatics at the University of Würzburg, spoke on “Data Protection and the Digitalization of Courts.”
  • Prof. Dr. Lumingu Manzanza, Professor at the University of Kikwit, Democratic Republic of the Congo, addressed “Challenges of Digitalization in the Congo.”
  • Dr. Severin Löffler, lawyer and partner at the law firm Jordan & Dr. Aufferman in Würzburg, presented “Digitalization and Legal Practice – A Report from the Field.”
  • Nicolas Härtlein, doctoral candidate at Julius Maximilian University of Würzburg, explained “Dangers of Digitalization: Deepfakes and Criminal Law.”
  • Prof. Dr. Jiang Su from Peking University (online) lectured on “Artificial Intelligence and Sentencing: China’s Experiences and Challenges.”

The conference concluded with an open Q&A session, allowing participants to engage directly with the speakers.
