Consultation session
A Session on Selected Criminal Law Provisions and Journalistic Self-Regulation.

On December 9, the Mongolian Media Council, supported by the Hanns Seidel Foundation, conducted a consultation session on "Paragraphs 13 and 14 of the criminal law: their implementation and the self-regulation of journalistic ethics."

 

 

 

 

 

 

The session was opened by Mr. Felix Glenk, the representative of the Hanns Seidel Foundation in Mongolia, and Ms. U. Tamir, the chairwoman of the Media Council. Mr. Manfred Protze, the deputy chairman of the German Press Council, addressed the significance of informed self-regulation in the media. Following him, Ms. G. Gunjidmaa, the managing director of the Media Council, shared her experiences and lessons learned regarding media self-regulation. Lastly, Mr. S. Bat-Orshih, a lecturer at the Faculty of Law at NUM, presented a lecture on the topic “Penal Code: Articles 13 and 14 – Spreading False Information and Their Implementation.”

During the session, participants engaged in an intensive discussion and exchanged views on the issues surrounding freedom of expression and publication. They reviewed statistics related to complaints adjudicated by the courts in connection with Articles 13 and 14 of the Criminal Code, as well as relevant provisions of the draft law on media freedom.

Over 20 representatives from various organizations participated in the discussion. These included members from the Ministry of Justice and Home Affairs, the Supreme Judicial Council, the Association of Judges, the Association of Lawyers, the Globe International Center, and the NUM Faculty of Law.
