Environmental Law
As part of the national program to increase legal awareness among the public, Hanns Seidel Foundation, in cooperation with the National Institute of Law, has developed a training program and manuals for legal mentors in the field of environmental law. This first educational event to implement the program was held at the request of the provincial administration in Selenge Province.
The two-day training event was attended by 50 legal mentors and 70 rangers, environmental police officers and environmental inspectors from the province of Selenge.
Ms. Tydecks Zhou, Head of the Northeast and Central Asia Department of HSS, and Mr. Glenk, the representative of Hanns Seidel Foundation's office in Mongolia, were invited to give an opening speech and attend the closing ceremony (certificate giving) of the event.
The training was led by Prof. Iur. Dr. Batbayar.E, Prof. Dr. Iur. Altanzul.A and Ms. Gantsetseg.S. The key points of the training were as follows:
- International environmental conventions and agreements: Protection of civil rights
- Environmental laws in Mongolia: citizen participation
- Prevention of environmental crime and administrative matters: the duties of public authorities
- Environmental popular lawsuit
- Compensation for damage to the environment and natural resources
- Establishing a partnership for the joint management of natural resources: contracts, rules and regulations
The provincial administration and the participants expressed their sincere thanks to the HSS and the National Law Institute for the successful implementation and expressed their support.
Meeting with the administrative management of Selenge Province
During the event, Ms. Zhou and Mr. Glenk met with Mr. Saintsog.J, Deputy Governor, Mr. Tuvshintugs, Head of the Department of Environment and Tourism of Selenge Province, and other representatives and exchanged views on the joint events in the past. Future cooperation was also discussed.
In this context, the interlocutors expressed the possibilities of training the members of the citizens' representatives from 17 urban districts and six villages and further developing their cooperation in the field of environmental law.
