Systematization of Legislation and Methodology for Developing Draft Laws

On January 27, 2025, the Center for German and European Law at the Faculty of Law of Mongolia, in collaboration with the University of Würzburg and the Hanns-Seidel-Stiftung Mongolia, hosted a high-profile discussion on the topic of "Systematization of Legislation and Methodology for Developing Draft Laws."

The event brought together experts, academics, and government representatives from both Germany and Mongolia to explore best practices in legislation and the drafting process.

The keynote speech was delivered by Prof. Dr. Eric Hilgendorf, Chair of Criminal Law, Criminal Procedure, Legal Theory, Information Law, and Legal Informatics at the University of Würzburg. In his lecture on "Systematization of Legislation and the Methodology of Drafting Laws: Best Practices from Germany," Prof. Hilgendorf provided valuable insights into the structured legislative process in Germany and presented practical approaches that could be applied in Mongolia.

In addition to Prof. Hilgendorf, several distinguished guests from Germany attended the event, including Prof. Dr. Lumingu Manzanza, Professor at the University of Kikwit in the Democratic Republic of Congo, and Dr. Severin Löffler, lawyer and partner at the law firm Jordan & Dr. Aufferman in Würzburg. Nicolas Härtlein, a doctoral candidate at the Julius-Maximilians-University Würzburg, also participated in the discussions.

The event was further enriched by the presence of key representatives from Mongolia, including officials from the Ministry of Justice and Home Affairs, the National University of Mongolia, and the Parliamentary Research Institute. Their participation highlighted the importance of international cooperation in the development of legislative procedures.

Throughout the discussions, participants explored how a systematic approach to legislation and a clear methodology for developing draft laws could help improve the legislative process in Mongolia. The exchange of ideas between German experts and Mongolian counterparts focused on identifying the most effective ways to address current challenges in law drafting and to promote a more efficient, transparent, and democratic legislative process.

The event provided a valuable platform for the exchange of ideas and deepened the understanding of international legal practices. It underscored the importance of continuous professional development in the legal field and highlighted the significance of international cooperation and knowledge exchange in shaping modern legal frameworks.
