The need for a reform of Mongolian criminal law

The Hanns-Seidel-Foundation has been working in Mongolia since 1993 and has supported the reform process in constitutional, administrative and criminal law, as well as the establishment of an efficient judiciary.

On the occasion of its 30th anniversary, the Foundation organized the conference in cooperation with the NUM Faculty of Law. Following the conference, Dr. Zolboo, former scholarship holder of the HSS and lecturer at the NUM Faculty of Law, presented his book 'Criminal Code of Mongolia and Criminal Code of Germany'.

Mr. Sainzorig.P, State Secretary of the Ministry of Justice and Home Affairs, Mr. Oliver Jörg, Secretary General of the Hanns Seidel Foundation, and Mr. Amarsanaa.B, Dean of the Faculty of Law of NUM gave a welcoming speech.

 

 

The conference was held at the initiative of criminal law scholars and the speakers were academics, Prof. Emeritus of NUM and the Legal Advisor of the Ministry of Justice Mr. Narangerel.S, Prof. Dr. Dr. Eric Hilgendorf, Chair of Criminal Law and Criminal Procedure at Julius Maximilians University of Würzburg, Mr. Erkheskhulan. J, Chair of Public Law at the NUM Faculty of Law, Mr. Khosbayar.Ch, President of the Criminal Chamber of the Supreme Court, Ms. Erdem-Undrakh.KH, Director of the National Institute of Law, Mr. Bat-Orshikh, Director of the Institute for Training and Research, General Prosecutor's Office and Dr. Zolboo, Lecturer at the NUM Faculty of Law and discussed the following specialist topics:

 

  • A closer look at the need for reform of Mongolia's Criminal Code
  • German criminal law and the Mongolian Criminal Code of 2015 - a comparison
  • Development of Mongolian criminal procedure law, current challenges
  • Challenges in criminal proceedings in court
  • Reform of the sanction system in criminal law the challenge
  • Mutual assistance proceedings in criminal matters the challenges
  • Eine auf das Strafrecht orientierte Reform des Rechtsstaats.

At a time when Mongolia is carrying out a criminal law reform from the socialist legal system to a new model, this academic conference is of great significance for finding the way in which the reform process will proceed and for starting research and academic work.  

 

We would like to thank the Ministry of Justice and Home Affairs, the Supreme Court, the General Prosecutor's Office and the National Institute of Justice for their support and participation.

 

Presentation of the book 'Criminal Code of Mongolia and Criminal Code of Germany'

Another important cornerstone of the conference was the presentation of the book 'Criminal Code of Mongolia and Criminal Code of Germany' by Dr. Zolboo, lecturer at the NUM Faculty of Law, at the end of the conference. The book will serve as an important source for German-Mongolian scientific cooperation in the field of criminal law.

We would like to thank the Institute for the Promotion of Gifted Students of the Hanns Seidel Foundation for the excellent support and the good cooperation during the study and research stay and the publication of the Mongolian experts, lecturers, researchers and scientists from the legal field.
