Visits to local legal aid authorities

With the support of the Hanns Seidel Foundation of Mongolia, the Center for Legal Aid paid official visits to the provinces of Orkhon, Khuvsgul, Darkhan-Uul and Selenge from April 9 to 16.

The aim of the official visit was to improve the branches of the provincial legal aid center in terms of jobs and conditions, to create conditions for the rapid and continuous provision of public services, to promote legal aid activities for the public and to ensure free legal aid.

 

The following topics were discussed with representatives of the local government authorities:

  • Provision of standard workstations or meeting rooms /8-24m2/ for public defenders that are suitable for client meetings.
  • Internet costs of the public defender and other associated operating costs, such as stationery, are borne by the respective province.
  • Delivery of two archives to the archive depot of the respective provincial governor, receipt and storage of the archives.
  • If necessary, provision of vehicles used by public defenders for official visits to criminal proceedings.
  • Jointly organized legal awareness training for young people in high schools as part of the national program to improve public legal education under the theme 'Crime Prevention'.

The above discussion has highlighted the following results:

Insights into the work of public defenders in the provinces have shown that public defenders fulfill their duties under the Legal Aid Act and the Lawyers Act and provide prompt legal assistance to insolvent citizens. They fulfill their legal duties with due dignity and protect the rights and legal interests of their clients.

 

An agreement was reached with the provincial administrations to cooperate with the authorities and provide legal assistance to citizens whose rights have been violated.

The representatives of Orkhon, Khuvsgul, Darkhan-Uul and Selenge provinces will fulfill the function of legal aid for insolvent citizens as stipulated in the Constitution of Mongolia and the cooperation agreement signed with the Ministry of Justice and Interior in 2023 as described. In addition to providing a workplace for the public defenders, they will support day-to-day operations by receiving documents in the archive and covering internet costs and office expenses on a regular basis. If necessary, vehicles will be made available to provide assistance to citizens without loss of time.

It was agreed to forward the meeting of the representatives of the citizens of the province and Soums to the Chairman to support the activities of the Legal Aid Authority in local crime prevention activities.

The Provincial and Soum Public Defenders also received the requests for legal assistance and kept the relevant forms and records in accordance with the regulations.
