Cooperation for social rehabilitation

The juvenile detention centre and the treatment center for alcohol and drug addicts are the only institutions in Mongolia that work on behalf of the prison authorities to rehabilitate young offenders and treat alcohol and, in some cases, drug addicts.

Mr. Felix Glenk and Prof. Dr. Peter Kasiske, Professor of Criminal Law, Criminal Procedure Law and Commercial Criminal Law at the University of Augsburg, visited the above-mentioned authorities to determine the need for cooperation. As part of the visit, they met with Mr. Tamir.E, Chairman of the Juvenile Penitentiary Institution, Mr. Battulga.B, Chairman of the Compulsory Treatment Centre, and other representatives for a discussion.

 

Mr Tamir.E informed the visitors about the responsibilities of the juvenile detention centre, particularly with regard to the resocialization of young offenders, and about the schooling provided in the centre. In addition to the internal teaching staff, the prison works with ten teachers from state school 110 to enable inmates to acquire a general education. "Cooperation with various NGOs makes a major contribution to the resocialization of young people," says Mr Tamir. Support from international organizations is also indispensable. 

As part of the cooperation between 2001 and 2016, HSS Mongolia offered basic vocational and legal training to young prisoners in the juvenile detention center. Interlocutors agreed to revive this cooperation.
