International Conference
“Specialized Court System – The Best Interests of the Child and Family”

In connection with the planned establishment of first-instance and appellate courts specializing in family and child-related cases, the Supreme Court of Mongolia, the Judicial Academy, the International Development Law Organization (IDLO), and the Hanns Seidel Foundation jointly organized the international conference “Specialized Court System: The Best Interests of the Child and Family” on June 25, 2025.

Prior to the official opening, Ms. G. Altanchimeg, Chair of the Civil Chamber of the Supreme Court of Mongolia and moderator of the conference, introduced the main topics of discussion. The event was officially opened with welcome remarks by Mr. D. Ganzorig, Chief Justice of the Supreme Court of Mongolia.

In the first session, Professor Dr. Ayako Harada from Nagoya University (Japan) delivered a presentation on “Handling Divorce and Custody Disputes by the Family Court in Japan.” Dr. N. Bayarmaa, Justice of the Civil Chamber of the Supreme Court of Mongolia, spoke on “Peculiarities of Property Relations in Mongolian Family Law and Judicial Practice.”

Judge Sevil Kartal, Family Court Judge and Chair of the Evaluation Board for Family Law of the Republic of Türkiye, presented on “The Best Interests of the Child and Child Protection in Turkish Family Law.”

Judge J. Lkhagvasuren from the District Court for Expedited Civil and Criminal Cases and Judge G. Nyamsüren from the Civil Court of Bayangol, Khan-Uul, and Songinokhairkhan Districts shared insights on “Current Legal Challenges in Child Protection in Mongolia.”

Judge N. Oyuntuya from the Civil Court of Bayanzurkh, Sukhbaatar, and Chingeltei Districts delivered a presentation on “Improving Legal Regulations on Child Adoption.”

In the second session, Judge S. Ömirbek, Presiding Judge of the Criminal and Civil Appellate Court of Bayan-Ölgii Province, gave a talk on “Juvenile Criminal Procedure in Mongolia.”

Judge Matthew J. Viola from the First Circuit Family Court in Honolulu, Hawaii, presented the integrated family and juvenile court model in the State of Hawaii.

Mr. Stephan Schäl, Deputy Chief Prosecutor of the Bamberg Prosecutor General’s Office (Germany), delivered a presentation on the juvenile justice system in the Federal Republic of Germany.

The third session of the conference focused on international child protection. Professor Dr. Ton Liefaard, UNICEF Chair in Children’s Rights and Head of the Department of Child Law and Health at Leiden University (Netherlands), gave a presentation titled “International Children’s Rights: Reflections on the Child, Family, and Judicial Responsibility.”

Mr. Kim Hyun Ryul, President of the Family Court in Seoul, shared the “History and Current Developments of Family Court Jurisdiction in South Korea.”

Ms. Carly Schrever, psychologist, director of Human Ethos, and Honorary Fellow at the University of Western Australia Law School, together with Ms. Sally Ryan, family therapist and director at Human Ethos, delivered a joint presentation on “The Mental Health of Family Court Judges.”

The conference brought together participants from eight countries – Mongolia, Australia, Germany, Japan, the Netherlands, South Korea, Türkiye, and the United States – both in person and online.
