International Scientific Conference
B. Chimid, the founder of the democratic constitution.

This conference was held to celebrate the 90th birthday of Chimid B., a Mongolian labor hero, people's teacher, and honorary lawyer.

D. Amarbayasgalan, the Speaker of the Parliament of Mongolia, opened the session by emphasizing the importance of adhering to the intention to further strengthen the rule of law, as enshrined in the Constitution established by B. Chimid.

This international scientific conference is one of many activities organized by Ch. Sainsanaa, the daughter of B. Chimid and a scholarship holder of the Hanns Seidel Foundation. Her goal is to continue her father's legacy and carry it into the future.

Ch. Sainsanaa, Director of the Chimid Foundation, explained, "This academic conference, which has been held since 2013, was expanded to an international event with the participation of guests from abroad in celebration of my father's 80th and 85th birthdays." This year's participants included Sarah Taylor, the country representative of the Asia Foundation in Mongolia, who represented the USA; Dr. Jürgen Harbih, former president of the Bavarian School of Public Administration and honorary doctor of the National University of Mongolia; and Mr. Felix Glenk, the country representative of the Hanns Seidel Foundation in Mongolia, who represented Germany. Together, they delivered a lecture on the topic "Chimid Byaraa, the Great Son of the Mongolian People."

During the morning session, speeches were delivered by former President of Mongolia, P. Ochirbat; State Prize winner, Dr. S. Narangerel; Sarah Taylor from the Asia Foundation; and the Hero of Mongolia and former member of parliament, E. Bat-Uul. The speakers praised B. Chimid's contributions, particularly his role in drafting and adopting the democratic constitution, his approach to amendments and additions, and the impact of Mongolian jurisprudence on science and legal education. They also highlighted his decisive contributions to the democratic revolution of 1990.

 

At the conclusion of the conference, participants shared their experiences with B. Chimid and acknowledged his accomplishments. They praised his outstanding contributions to Mongolian law, legislation, government, and administration. Tom Ginzburg, a former advisor to the Asia Foundation who closely collaborated with B. Chimid on the constitution, along with Jürgen Wilke and Willi Lange, former heads of the Northeast Asia Department of the Hanns Seidel Foundation, sent video greetings emphasizing the achievements of this renowned figure in Mongolia. According to the State Parliament press office, the meeting concluded with a heartfelt exchange of unforgettable memories.

 

The conference, held under the patronage of D. Amarbayasgalan, the Speaker of the Parliament of Mongolia, was jointly organized by the Grand Khural of Mongolia, the Presidential Office of Mongolia, the Constitutional Court of Mongolia, the Supreme Court of Mongolia, the Ministry of Justice and Internal Affairs, the Chimid Foundation, the Faculty of Law at the National University of Mongolia, and the Lawyers Association of Mongolia.

The event was attended by esteemed guests from the Mongolian government and society, including members of both the Grand and Small Khurals, government officials, and distinguished scientists and academics. Other participants included representatives from the National Human Rights Commission, the Supreme Judicial Council, the Academy of Management, the Institute of Philosophy of the Academy of Sciences, the National Law Institute, the Institute of Constitutional Law, Shikhihutug University, the Asia Foundation, and the Hanns Seidel Foundation.
