The Hanns Seidel Foundation in Zavkhan Province

As part of its activities, the Hanns Seidel Foundation conducted a visit to Zavkhan, a key province in western Mongolia.

On 29th of August 2025

In Tosontsengel, a meeting was held with representatives of the Inter-Soum First Instance Court. The focus was on the impacts and challenges of the judicial reform, as well as possible forms of future cooperation. In Mongolia, there are a total of eight Inter-Soum Courts, whose peculiarity lies in the fact that the judges are not specialized in specific areas of law, but handle both civil and criminal cases at the first instance.

In Uliastai:
A meeting was held with representatives of the Zavkhan Province Prosecutor’s Office. The discussion focused on the results of the online trainings supported by the Foundation, possibilities for their improvement, and the specific training needs within the Prosecutor’s Office.

Exchange with staff of the First Instance Court, the Appellate Court, and the Court Administration of Zavkhan. The discussions focused on the content of training for court administrative staff, the impact of the judicial reform, and various approaches to future cooperation.

 

Environmental project

As part of the visit, two protected areas in Zavkhan were also visited:

Otgontenger Mountain

  • The most sacred and culturally significant mountain in Mongolia.
  • Designated as a state-protected nature reserve in 1992.
  • Expanded in 2012 to the “Otgontenger Natural Complex Area” covering 95,000 hectares.
  • Habitat for rare animal species such as argali, Siberian ibex, snow leopard, lynx, deer, and golden eagle, as well as a variety of medicinal plants.

Ulaagchnii Khar Nuur (Black Lake of Ulaagchin)

  • Designated as a state-protected natural complex area (national park status) in 2010.
  • Covers a total of 253,800 hectares.
  • Important habitat and resting place for numerous bird species.
