110 Years of the Justice Department

The Foundation took part in the international academic conference on the 110th anniversary of Mongolia's judicial system - organized under the leadership of the Ministry of Justice and Internal Affairs, the Standing Committee on Justice of the Great State Khoral and the University of Internal Affairs - as co-organizer.

The conference was opened with a speech by the Minister of Justice and Home Affairs Kh. Nyambaatar and other partner representatives, including the Chairman of the Hanns Seidel Foundation and MEP Markus Ferber.

 

In his speech, Mr. Nyambaatar emphasized the successful implementation of legal reform policies in the past by previous governments, mainly in the area of public law. In the future, the government would focus in particular on the amendment and modernization of private law in addition to deepening the previous reforms.

He emphasized the importance of the participation and opinions of experts for the effective and scientifically sound design and implementation of the upcoming private law reforms. Their impact on the country's economic development must be considered, the individual laws must be coordinated and systematized, and judicial practice must be thoroughly analyzed.

During the conference, presentations were given on the following topics:

  • Presentation of the Permanent Bureau of the Hague Conference on Private International Law (HCCH), its function and significance
  • Research on private law and legal dynamics: exploration and future
  • Private law reform and code of civil procedure
  • The electronic court system of the Korean court
  • Modernization of civil law in Kazakhstan: current status and prospects for development 
  • Presentation of the Mongolian court system
  • Development of private international law in Mongolia and further improvements
  • Social entrepreneurship and private law reform in Russia
  • Development of Commercial Law in Japan: The Commercial Law Situation and Theoretical Issues
  • Bankruptcy law
  • UNCITRAL expedited arbitration law
  • Digitization of the justice system

 

S. Narangerel - Advisor to the Minister of Justice and Home Affairs - emphasized the necessity of the private law reform to improve the economic conditions for merchants and to increase the state budget through tax revenues.

The subsequent discussion was attended by national and international academics, advisory boards in the field of private law, lecturers from the University of Internal Affairs and other representatives.

A total of 92 participants took part in attendance and twelve in digital form. They were positive about the results of the event and assume that their opinions and suggestions will be taken into account in the amendment of the country's private law.
